AND THE COMMONWEALTH.

Mr Austen Chamberlain, in reply to representatives of the British Empire Leagne, said one-third of the homeward postcards by the recent Australian mail were underpaid. In tbe event of acceptance of the Commonwealth’s offer a similar proportion of letters would have had Id instead of 2-j-d stamps affixed, the senders being under tho natural impression that they were able to reply to letters bearing penny stamps for a penny. The surcharge would seriously inconvenience the receivers. He hoped the Commonwealth Government before long would be able to reduce the rates. Tho Motherland would be most ready to meet them.
