Mr Conger has secured Prince Chiug’s written promise to sign a commercial treaty with America on October Bth, the date whereto Russia is pledged to evacuate. The Manchuria treaty includes a clause opening Mukden and Tataungfoo to trade. Pekin, Aug. 18. Prince Alexeiff’s promotion is considered at Pekin as due to tho success of the so called Russian war party, he being leader of tho section advocating attention to Russian gains in the Far East at any cost, and favoring a heavy outlay at Port Arthur. Some members of tbe late conference of Russian officials at Port Arthur proposed to recommend for Prince AlexeiiJ the title of Governor of Manchuria, but Conservative members resisted on the ground that it was likely to inflame Japan.
