TROOPS STAND BY WHILE JEWS ARE MASSACRED.

Mr ,V. Bosaaquet, British [ViceConsul at Odessa, in his report on tlif Kishineff outrages, says it was only after 40 Jews were murdered and 300 wounded, which are official figures, that tho Governor, Lieuten-ant-General Derabot, instructed, the trqops; to a'ct. The effect fsvas instantaneous,; and, the riots ended. They might have been checked, at tho outset if resolute action was taken by the authorities. Their inactivity, ..was interpreted that they wished, or oven ordered, the Jews to be massacred.
