(Per Press Association.) Wellington, last night, When the House resumed at 7.30,

Mr Duncan moved the socond roading of the Bush and Swamp Crown Lands Settlomont Bill to provide for tho encouragement of settlement of bush and other Crown lands. Aftor somo debate Mr Withoford moved an amendment that tho--land administration of tho Government is unsatisfactory, and a Ministerial chango is desirable. Mr Seddon said tho amondment was tho outcome of friction between Mr Wifcheford £\nd Mr Duncan, and ho hopod it would be withdrawn, as ho questioned whether Mr Witheford was serious in tho matter. Mr Seddon'announced a Bill would bo introduced this session to effect some alteration in the ballot system.
