MOTION OF CENSURE.

The Senate, by a large majority, negatived Mr Higgs’ motion condemning the Governor of Victoria for his recent lecture on the navy as an unwarrantable interference in politics ; also the amendment that a publio expression of vice-regal views was debateable politics unless by request of responsible Ministers, and that it was not in the interests of peace, order, and good government
