Referring to the proposal to import ten thousand Indian coolies Lord Milner in a despatch to Mr Chamberlain states that the question of labor is assuming a really alarming aspect. Despite its enormous resources tbe colony wiil soon be landed in financial embarrassment uuless outside labor is obtained, since there is not enough locally if all the natives worked. Mr Chamberlain replied that ventilation of the question was necessary to ascertain the real verdict of public opinion. Capetown, July 30. Botha pleads that the European relief funds are spent, and he is unable to fulfil his promise to contribute ,£36,000 to supplement the Government relief of widows and orphans. Sir Arthur Lawley asks why the mitsing Boer millions are not available.
