PARLIAMENTARY.
LEGISLATIVE COUNCIL. Per Press Association WELLINGTON, last night. The Council met at 2.30. Mahuta took the oath and his Beat today.
Mr Rigg’s Tied House Bill was thrown out by 25 to 8.
HOUSE OF, REPRESENTATIVES. The House met at 2.30. In reply to Major Steward Sir Joseph Ward said that the Government had' decided to allow free railage of looder is? stock which was suffering trom tha effect of the recent severe weather in the high country in Canterbury and Otago.
RABBITS ACT. Tho House met at 7.30 p.m. Sir William Russell moved the second reading of the Rabbits Act, 1882, Amendment Bill, which gives the option to different parts of the colony to adopt more drastic measures for the suppression of rabbits than were necessary under the Act of 1901. The second reading was agreedto on the voices.
A FAIR BILL. Mr Herries moved the second readingof the Rating Act Amendment Bill, which makes all improved native lands subject to the provisions of the Rating Act. Sir Wm. Russell, Mr A. L. D. Fraser,, and others supported the Bill. Messrs Kaihau and Parata opposed it. Mr Carroll said there was no need for the Bill, as would be seen when tho Government measure dealing with native matters was brought down.
SECOND READING CARRIED ON VOICES.
By Telegraph—Press Association— Wellington, midnight. The Rating Act Amendment Bill was read a second time on tho voices. MR McNAB’S LITTLE LIST.
The Juries Act Amendment Bill (Mr McNab), Electoral Act Amendment Bill (Mr McNab), and Absolute Majority Bill (Mr McNab) were read a second time pro forma, and referred to the Statutes Revision Committee.
A DRASTIC MEASURE. Mr Houston moved the second readme of the Impounding Act, 1884, Amendment Bill, giving property owners power todestroy pigs, goats, or fowls found on fenced or unfenced land,
