It strikes us, however, that Mr Buddo’s suggestion of financial instability has more in it than the ardent supporters of the bill are' inclined to admit. Loaving that aspect of the question, however, and hoping,vthat it will receive tho attention it deserves when the bill is .in committee, we draw attention to what wo consider the extremely unsound but principal reason given by the author of tho Bill why it should pass. Referring to the objections which, had been made as. to reinsurance, Mr Kirkbride is reported as saying that there .would be little necessity for reinsurance under the scheme, as ’’only isolated and non-hazard-ous risks would be taken.” This may mean either. that those who father tho scheme, propose to do . business only in absolutely safe cases, or .that isolated risks are necessarily safe risks. As to the first idea, to carry it out successfully would require that clairvoyants and prophets should alone he appointed agents. There is ■no other method, it .seems to .us, by which absolutely safe ventures could be found. ‘With regard to the apparent suggestion that isolated risks are safe risks, we are afraid Mr Kirkbride is not acquainted with the nature of certain reports upon fires which appear periodically in all civilised countries,, and which.set out what are the compilers’views in regard to the proportion of accidental fires and fires caused deliberately to swindle insurance companies and to “ turn over capital.” If all tires were accidental, then of course isolated risks might.be regarded.as compara tively. very.safe, for it must be admitted that if a fire is once started where buildings are close to each other there is a greater risk of loss than in the case, say, of a fire on a farm. But if Mr Kirkbride thinks that all fires on farms are accl dental he has great faith, or has not thought, much on the.question,of insurance. In his favor, however, is the admitted fact that insurance combinations on the principle advocated by him have been successlul in Canada and the United States.
