FRENCH LEGISLATORS IN ENGLAND.

The Commercial Committee of the House of Commons banquetted the French Parliamentarians. M. Constant eloquently, advocated international arbitration. Mr Balfour foreshadowed the conclusion of a new agreement for the promotion of a pacific solution of international difficulties. Sir H. C. Barrnerman said that the determination was general to strengthen the good relations between France and Great Britain. . Mr Chamberlain declared that he saw no reason for any serious future difference with France. Existing ones were capable of easy solution, if approached in a sympathetic spirit, either with or without arbitration,
