A Government ordinance issued at Pretoria has removed the restrictions on importation of explosives, and annulled the late Government contracts with concessionaires.

W'ith the approval of Chang Chitung, Viceroy of Lianghu, and Yuanshikai, Viceroy of Chili, Russians, through °an agent uamed Pollax, obtained a concession for building the Hankau-Chengtu and Han-kau-Euchan railways. An edict confirming the concession is awaitc-d.
