It is a little curious that the amalgamation of boroughs and the division of counties should be a contemporaneous policy in New Zealand. Boroughs are accordingly progressive, while counties are retrogressive. Strong boroughs and weak counties may be said to bo the policy of the Government and Legislature. Towns are getting all the good things, and counties are going to the wall. In the old
