Mr Ritchie said that it was impossible for Government to ignore the augmentation of the German and American fleets. The British Government would rejoice if the International League could keep down the awful expenditure over navies. With out that no decrease m expenditure! was possible. The colonies ought to contribute mure largely to the navy, as a very considerable proportion of expenditure was incurred iu their protection.
