By Telegraph Pr Association--Copyright Received 5. p.iu.. June M. London, J une '3. In the House of Commons, after a discursive debate, the Finance Rill was read a second time without division. Mr Ritchie said that it was impossible for Government to ignore the augmentation of the German and American fleets.
