Cr Jones said he always favored lightin;,', but he did not consider it necessary to strike any rate. The Mayor: I thought you were going to propose that wc do so. Cr Jones : No, threepence was added. I said then it would bo hard to get it off, and it still continues. The rates are quite heavy enough, and when wo get the water rate it will he higher. The motion was carried. Cr Morrison said he had an amendment to move, but the Mayor said ho was too late.
A sample of patent sanitation can was received from Mr Parker, Auckland. Thu Mayor said the sample was the host of the kind they had seen. Cr Whinray said there was double the metal there was in the locally-made can. The Town Clerk said tile price would lie about the same. There were about lull of the new ones (local pattern) now out. In reply to Cr Johnston, the Mayor said he believed the result would he eventually that the borough would have to take over the whole thing. In regard to the boiler for steaming purposes it was now avail-
able anti could he shifted for use. (Jr .Johnston said some places on the Continent had reverted to the sealed pan system. Cr Lysnar said he thought they had no choice but to obtain some of these panri. (Jr .Jones said if possible he would sooner patronise the local people. Cr Lysnar : They cannot give the quality at the price. lie suggested that the Council order a couple of hundred to dispose of, hut Councillors did not favor so many.
On the motion of Cr Harding, seconded by Cr Somervell, Ihe matter was referred to Hie Sanitary Committee with power to act. The Nigh! watchman (Mr O. J. Morel 1) reported that there had been no (ires during his hours of duty for the fortnight. Tiie Dairy Inspector reported . a j pave the honor to report that at the beginning of tho present month I examined the milk carts, and also took a test of the milk contained in each can. Thinking that tho milk should show a good quality at this time of the year, I thought it advisable to put it through tho Babcock test. Accordingly, after having tested the milk with the lactometer, 1 sent the samples out to the Matawhoro factory, and Mr Morgan, tho manager, has obliged mo by sending the following tests which accompany' the report. I havo adued to his report the names of tho dairymen opposite their respective tests. Tour Council will seo a slight difference between tho two tests, tho following being the lactometer test : Tombleson 29, Wilson 32, Griffin 31, Baty 31, Willan 30, Goldie 31, Martin 29, Bell 29, Liddell 29, Willoughby 27. For this time of year I would point out that the milk should register no less than 30 by tlio lactometer. “At the present date there are ten dairies, nono of which arc putting out butter ; also eleven carts supplying milk to the borough. Another dairy has been opened since my last report.’' The report from Mr A. Morgan, manager of tho P.B. Dairy Co., was as follows *• I beg to submit the following tests of milk left°at tho factory to-day. I would point out that these tests show a very small amount of fat for this time of tho yoar. Out of some 5S tests made a few days ago of our suppliers’ milk, nono wore below 4.0, and many were as high as 4.8 and 4.9: No. 1, 3.4, Tombleson; 2, 4,2, Wilson ; 3, 4.0, Griffin ; 4, 3.9, Baty ; 5, 3.8, Willan; 6, 4.0, Goldie ; 7, 3.4, Martin; 8, 3.5, Boll; 9, 3.4, Liddell; 10,3.2, Willoughby.” Cr Lysnar said that the disparity was not serious. Suppliers of milk for consumption obtained cows giving the largest supply of milk, while suppliers to the factory obtained breeds for butter-making The Mayor said the tests seemed satisfactory for the time of the year. OVERSEER’S REPORT.
The Overseer (Mr M. Morgan) reported : Since last meeting I have been engaged principally in repairs. There is a good deal of this kind of work at present urgently required. Peel street : i have repaired the lowlying footpaths in this street between Childers road and the railway bridge, they being very wet during rainy weather. Every effort should be made to continue the formation of this street, and to form the footpath during the next two months, and gravel obtained for same ; the formation that has been dono is suffering much for want of gravel. Grey street : I have also repaired the lower end of this street next iho Wai-
kauae, the filling up done last year having worn into ruts and holding the water when it rains, This eud of this street should also be widened out and gravelled. If it is not possible to do the whole street it might bo done to Kahutia street, Tho upper part of Gladstone road being very muddy, I am having it scraped from Cobden street to Roebuck road. Childers road
footpath : This path requires repairing and gravelling from Carnarvon street to Stanley road ; I ostimato tho cost of tho work at £54 os. The Mayor moved, and Cr Johnston seconded, that the Council oiler to take 2000 yards from the railway at not more than 2s 9d at station. Cr Hepburn said if they had to do much handling tho metal would cost them Os a yard. The motion was agreed to, Tho Mayor said he had gone to look at
the Childers road footpath on Monday, after the rain, and could walk there in a pair of carpet slippers. There were many other footpaths in a much worse state. Cr Johnston said the footpath was dono as far back as 21 years ago, and he contended that it badly wanted attending to. Cr Somervell said he had inspected the footpath, and excepting for where there were a couplo of tree roots showing, the footpath was as good any footpath in the borough, except those asphalted. Cr Johnston talked of 21 years ago. Where he (Cr Somervell) lived they had applied 21 years ago to have a footpath formed, and that even had not yet been done. He moved that the Works Committee be instructed to inspect the footpath. Cr Harding seconded the motion, which was carried.
Cr Johnston asked that the Committee also inspect Stanley road. . The estimates as framed were passed with immaterial alteration. The junior clerk was given a small increase of salary.
Cr Morrison made out a strong case in favor of the giving effect to a promise to complete the Esplanade road at Aictoria township. After discussion it was agreed that the Works Committee should inspect the place. Cr Jones referred to the condition under which Salisbury road was taken over, and it was agreed to write to Captain Tucker requesting that the condition of taking over the road be fulfilled.
