The Russians are trying to establish a settlement at Yongampbo, in south-west Wiju, on the pretext that it is necessary to ship timber cut in the Pcngma forests. Korea protests that these are not included in the timber concessions.
Replying to comment on tho unrestrained admission recently of eleven Russian warships to Colombo, Lord Selborno deprecated the production of tho papers, but promised to bring tho matter before the Committee of National Defence.
Dr. Morrison, special correspondent of the Times, gives many details showing that Russia is steadily securing the exclusive control of Manchuria and that China while pretending to refuse M. Plancon's conditions is surrendering piecemeal, including the control of the Niuchwang Customs.
