London, May 1. In the House of Commons Mr Balfour informed Mr Gibson Bowles that nouo of the questions pending between England and Russia were reierrablo to the Hague tribunal.

Viscount Cranbourno said that Government were compelled to observe their obligations to protect tho Somalis or abandon relations with black communities on the Red bea coast.

Sir Robert Reid admitted that they must re pect treaties, and advised opening communications witn the Mullah.

In the House of Lords Lord Lansdowne stated that Government had received authoritative assurances that Russia disclaimed any intention of departing from previous pledges in regard to Manchuria, or seeking exclusive privileges.
