Count Cnssina, Russian Ambassador at Washington, informed Mr Hay that although Russia was unable to ugreo to free ports at Mukden, Takushan should bo iucluded in tho American Chinese treaty. They would yet be prepared to conclude a special treaty with the United States after China had accepted Russia’s demands. Mr Hay replied that the open door must be observed. America was unable to soo how this was possible if Russia’s demands were granted.
