Lord Ilanlniry, speaking at the Primrose League meeting at l’reston, said that tlie Empire's expansion was ending. He considered that the keynote of the future policy was trade. The time was approaching when they should not depend for food and raw material so mucu on foreigners as heretofore. The Empire was so wide that it must depend less on birth and wealth to govern them as in the past, and more upon talent and merit wherever found.
