VENEZUELA.
VESSEL SEIZED FOR PIRACY,

Now York, March 23.
The Now York Herald states that the British cruiser Pallas has again seized tho Venezuelan vessel Restaurndor as a pirate. After Germany released the Venezuelan gonboat Restaurador she began a course of piracy, seizing tho cargoes of captured vessels, and after dismantling abandoned them.
