Combes, speaking in the Senate, said that if insulting political pastoral charges were continued by the priests, the Government would denounce the concordat, which was only maintained on condition that the clergy did not interfere in political or civil life.

The Senate, by 188 to 89, approved of the statements of the Government and its firmness to defend the rights of the State, and ordered the speech to be placarded.
