MR BRODRICK’S EFFECTIVE REPLY.

Mr Beckett moved an amendment to tho Address-in-Rcply that tho Army system was unsuited to the needs of the Empire, and that expenditure was increasing without proportionate strength or efficiency. Mr Brodrick made an effective reply. He said that recruiting was satisfactory. Fifty-one thousand had joined in 1902. In a few years the principle of delegation in tho matter of control would bo the key to tho Army system ; though now it was more expensive, it would becomo oventually more economical and create largo reserves, rendering it possible to havo a minimum with tho colors. Ho appealed to tho llouso to allow tho policy to have a trial. Sir Clias. Dilke said that the expenditure on the Navy ought to bo increased.
Earl Grey declared that the country was alarmed at the increasing national expenditure. The debate was adjourned.
