TIIE SUGGESTED CAPE CON TRIBUTION.
By Telegraph—Press Association—Copyright Received 10.1 p.m., Feb. 23. London, Feb. 23. Router’s Agency states that it was informally suggested to Mr Chamberlain that a Capo war contribution of ten millions would bo a final and absolute proof of Dutch loyalty. Some urged that tho amount was excessive. Mr Chamberlain declined any contribution which was not mado absolutely unanimously nnd spontaneously.
