The continual haggling and delay by which the Melrose Borough Council has obstructed the progress of the Greater Wellington scheme has led the City Council to issue an ultimatum on the subject. The latter body has passed motions resolving that unless the amalgamation agreement is pushed along and settled before March 31 the City Council will in all probability decline to agree to any scheme for an amalgamation of the city with the borough of Melrose.
