RUSSIA LIKELY TO FALL INTO
LINE.

There are prospects at Brussels of Russia ultimately adhering to the Sugar Convention. Mr Balfour emphasised Great Britain’s declaration that she would not allow the suggestion to penalise the colonies to come before the Brussels Commission, adding that if the Powers introduce it they are absolutely unable to coerce Great Britain.
