The Times says that it is understood at Sofia that the Powers are prepared to go beyond moral suasion and compel the acceptance of reform by Macedonia. It is doubted in Vienna whether the Powers’ proposal for a semi-independent Moslem Governor-General will suffice to check the insurrectionary movement.
