THE BLOCKADE RAISED. GERMANY’S RECKLESS VIOLENCE By Telegraph—Press Association—Copyright New York, Jan. 27. American official opinion expects Groat Britain to distinctly disavow Germany's reckless violence. Certain American banks arc dispos d to advance Venezuela sufficient to enable her raising the blockade. It is unofficially announced that Mr Bowen offers oil per cent of tho Customs at Puerto Cabello and La Guayra, to be collected by a joint committee of the Powers concerned. Tho British naval authorities at La Guayra report that tho blockade was raised on Wednesday.
