Jaure, one of the leaders of the Socialist party, made a brilliant rhetorical speoch defending Socialism, in opposition to the FrancoRussian alliance, and approving of a general disarmament. iiis speech attracted much attention in Paris, though M. Jaure’s faith in the purely defensive character of the Triple Alliance is not shared. Berlin, Jan. 26. The newspaper Vossiche Zeitung remarks that M. Jaure’s mistake is in believing France can recover Alsace and Lorraine by peaceful methods.
