There has been BO degrees of frost in Scotland. Tho weather is very severe in Great Britain and on the Continent.

Now York, Jan. 14. Tho coal famine in the United States, combined with tho bitter cold, is causing much suffering amongst all classes. Sovon people havo been frozen to death in Chicago. The Ways and Means Committee of both Houses reported in favor of granting a rebato equal to tho duty on imported coal for a year. Operators agree to supply New York retailers at five dollars a ton if thoy sell to the poor at 10 cents per pailful. Mitchell, secretary of the coal minors, has advised the anthracite union to increase tho production until tho weather moderates.
