MERCANTILE CRUISERS.
REPORT OF COMMISSION. By Telegraph —Press Association—Copyright London, Dee. 18. Tho Select Cornmitte, with Lord Camperdowri as chairman, to enquire into the question of mercantile cruisers, recommends, with the view of controlling such vessels in war time and preventing their transfer to a foreign flag, that all mercantile cruisers able to carry 4’7 guns must meet tho Admiralty’s steering-gear requirements. It also recommends the the guarantee of a subsidy to decido the Admiralty remaining tho registered owners of one half of each vessel, and the company to manage and take the profits. The first cost of a vessel of twenty-five knots is estimated at a million, with horsepower of fifty-two thousand with an annual subsidy of one hundred and fortyriirio thousand. An additional knot costing a quarter of a million would require an extra sixteen thousand horse-power, and an extra fifty five thousand subsidy. The Committee point out other alterations, guaranteeing a sum to enable owners to borrow at 8 instead of 5 per cent., or a lump contribution towards tho first cost.
