COOK COUNTY COUNCIL.
The following business was transacted at tho meeting of the Cook County Council on Wednesday : CORRBSPOX B E SCE. The ]Jistrict Health officer wrote, asking if it were true that a fellmongery was being established near the Malay,hero dairy. Tho Clerk stated that the Council had not given authority. He did not think they had power to give permission. Mr D. X. McMillan, read surveyor, Napier, wrote in regard to moneys voted by Parliament as subsidies or grants for roads, etc., stating that moneys so voted were intended for works of construction and permanent improvement. The Clerk stated that the Council had not transgressed in the direction referred to.
Mr C. Keenan, Ormond, wrote re water supply in tiie trough at Ormond, stating that in view of the expense incurred by him and the convenience to the travelling public, be hoped the Council would give it their favorable consideration, as stated in their minutes of 1901. The Council had offered Mr Keenan £3 for the year for the water supply. The Engineer stated the cost of the trough, etc., was .£3O, and the Council decided to assist Mr Neenun to the extent of £3 for this year.
Mr W. G.' Foster, Wellington, gave notice that he had an interest in portion of Poututu Ad, block XIV., Mangatu S.D., taken for tho purpose of a public road. He claimed £270 for compensation on the grounds that the proposed road would cut off the river and water frontage from the remainder of the block, and necessitate providing artificial means for watering stock ; that it would destroy stockyard and garden ; and would necessitate a considerable amount of fencing. . Tho Chairman said the Council could hardly deal with the question at once. The Clerk stated the Council had 60 days in which to consider the matter. On the motion of Cr Matthews, it was decided to delay consideration of the matter. Tho Engineer stated that tho land had been taken and the fencing material put on the ground, but on the instructions of tho late chairman the fence had not been erected. Tho Secretary of the Poverty Day A. and P. Society, on behalf of his committee, requested the Council to re-open the road known as the Island Crossing, pointing out that the importance of the road as a stock route merited attention. It was decided that the place referred to was not within the jurisdiction of the County Council, and tho Association wero referred to the Whataupoko and Haiti Boad Boards.
Messrs James Chambers, C. E. Hinrup and John Greaves, Patutahi, drew the Council’s attention to tho want of a drain fronting sections 10, 18, 19, Lavenham sub division. On the motion of Cr Gray, consideration of the request was delayed till the Council dealt with the requirements of the county as a whole, the Engineer to make himself acquainted with tho facts. lIXANCE. Tho financial statement' presented showed liabilities to amount to .£14,098 11s Cd, including an overdraft of £7610 ‘2s 2d. The assets were shown at £8902 7s 7d, a deficiency at March 31, 1903, of .£5190 3s lid. The assets included balanco of general rates £5500 Os 7d, 75 per cent, of subsidies receivable .67000. TENDERS. For tho supply of 2020 dog collars tenders were dealt with as follows : Primrose and Leslie, ,£44 18s (accepted) ; W. Morgan, £47. The tender of Henry Goodley at £l3O for the year was accepted for Tolago] Bay ferry. For work on the Wairoa road, at Gentle Annie, two tenders wero received, but neither wero accepted as being both too high. Tenders for carting metal to depots wore received, but were hold over. It was decided that tho Works Committee should be authorised to accept those necessary to be dealt with at once, and the remainder to stand over until the Council’s position was ascertained.
TOLAGO BRIDGE. A petition was received from settlers in the Tolago Bay bridge loan district agreeing to a rate of Id in the £ for the payment of interest on a loan of £2OOO for tho purpose of erecting a cart bridge over the Uawa Biver on the main coast lino. The rates of toll wero fixed atTolls for all persons residing within the special rating district : Foot passengers, going and returning once during tho 24 hours, 2d ; liorso and rider, 3d ; each extra horse, 3d : dray or trap and one horse, including load, returning once, each time 6d ; each extra horse, 3d ; sheep, any number less than 50, fid ; sheep, 00 and per 100, Is ; cattle, each 3d. Tolls for non-residents within the special district : Foot passengers going and returning within 24 hours, 3d ; horse and rider, 3d; dray or trap and ono horse and driver and load, returning once during 2-1 hours, Is; each extra horse, fid ; sheep, not exceeding 50, 9d ; sheep, exceeding 50 and per 100, Is fid ; pigs, per head, 3d ; calves and foals, froo. The Council passed the usual resolution endorsing the petition. The following Committees were appointed : Works Committee : Tho Chairman. Crs Gray, Harding, Matthews, Murphy, Bobbie, and C. White; three to form a quorum. Finance Committee ; Crs Gray, White, Dobbie, Murphy, and the Chairman ; three to form a quorum.
