LORD MILNER CALLED TO ACCOUNT. By Telegraph—Press Association—Copyright London, Oct. 13. Mr Douglass, Commissioner of I’ublio Works for Capo Colony, accused Lord Milner of figuratively holding a pistol at his head by threatening not to allow goods to enter tho Transvaal by Cape ports unless the Military Transports' requirements wero met. Lord Milner published correspondence, showing tho statement was unjustified. The iucident damaged tho Ministry, dospito Sir Gordon Spriggs’ declaration that ho was eager to work in entire harmony with Lord Milner for tho good of South Africa.
