AN AMENDING BILL PASSED.

(Special to Times.) Wellington, last night. Tho Public Health Act Amendment Bill has been passed. Tho Hon. Ormond moved to kill the Bill, maintaining that tho Legislative Council had no time to consider tho Bill, and that a very objecttioriablo feature of tho meaHuro was that it largely increased tho borrowing powers of local bodies. Clauses 6,7, and 8 wore struck out, theso clauses dealt with the quostion of expenses of local authorities (giving power to mako a separate rato not oxceoding a half penny in the £), with tho matter of closing schools, and with the using of riightsoil depots without tho consent of tho Chief Health Officer.
