THE BOER GENERALS. By Telegraph—Press Association—Copyright Loudon, Sept, 28. Many people in England iuterprot the manifesto as an ill managed attempt to bluff the Boers at Tho Hague, and to deny that the fugitive officials seized the Transvaal State moneys. The Generals maintain that whatever sums aro available were divided amongst the different commandos in the Transvaal aud Orange State before Kruger's departure. Dutch newspaper reporters, who have not been contradicted, recently represented Botha as publicly thanking the Dutch and other Continental nations for having forwarded the chief relief in connection with the concentration camps. Botha, in a letter, complains of the reports of his last Monday's speech. He repeats that ho then stated that the assistance to widows and orphans did not emanate from the Netherlands alone.
