In the Houso of Commons, during the Army vote debate, Mr Brodrick said tho normal demand for horses for tho army was 2500 yearly, but tho Boer war had brought a sudden demand for 150,000. Reviewing tho contract scandals and subletting of contracts, bo added thut tho horse, though not himself immoral, was the cause of immorality in others.
