Dwelling upon tho preferential trade question, no said that he feared tho Motherland did not sufficiently realise the extent of her lependenco on the colonies or how much the colonies contributed to her commercial supremacy. Ho recommonded that a university for teaching technical subjects, wherein men of the Motherland and the Colonies would receive advanced instruction, would greatly assist tho promotion of trade.
