Sir Arthur Lawley’s appointment as De puty-Governor of the Transvaal is intended to relieve the daily increasing strain which the Governorship of the Transvaal and Grange Colony imposes on Lord Milner, independently of his dutios as High Commissioner. Sir Edmund Barton has been informed that 210 Australians or members of oversea contingents wero implicated in the disturbances at Durban. The Standard hints at tho possibility of Lord Milner resigning on account of his differing with the Cabinet on tho question of suspension of the Constitution of Capo Colony. Capetown, July 17. j The ladies of Capetown presented Mrs Steyn with a purse of ono hundred sovereigns. Tho censorship of messnges to and from tho Cape has been abolished, except for press messages.
