A correspondent writing from Apia, Samoa, to a London paper says :—“ The Germans are governing here in a way thqt seems wise and sane. I was surprised that the great militant nation should have not ono soldier, nor one marine, no warship here, A civil Governor, trained in tho diplomatic sorvice, is the law-giver and executor. He has an army of thirtyone bare-footed Samoaus, who bear rifles and drill to order in Gorman given by a Samoan sergeant.
