REDUCTION OF DEBT,

By Telegraph—Press Association—Copyright London, Juno 5. Parliament’s resolution of thanks applied to officers and men of the Imperial forces, in order to include the colonies. Sir Michael Hicks-Beach' stated in the House of Commons that it was intended in 1903 to devote the estimated surplus of ten and a-half millions to the re-establish-ment of a sinking fund and reduction of the floating debt. Parliament would hereafter be asked to guarantee a colonial loan to cover the cost of re-settlement, of conversion of the new colonies’ debt, and the acquisition of railways. Sir W. Vernon Harcourt approved, and the Bill was read a third time.
