(To the Editor of tho Times.) Sir, —Permit me to ask the Harbor Board if tho following is tho text of tho specification for the supply of timber to the Board—viz.: The timber must bo shaky, sappy, knotty, honeycombed deadwood, and otherwise defective ; if so, it is carried out to the spirit and letter of tho specification.—l am, etc., A.
