Skinop, Secretary to the Governor of Warsaw, in a railway carriage. M. Jelekive, Secretary of Stato for Finland, and a strong reactionary, has been appointed to succeed M. Sipiaguine, late Russian Minister of the Interior. St. Petersburg, April 21. A Nihilist student wounded the Governor of Warsaw slightly with a revolver.
