By Telegraph—Press Association—Copyright ' London, April 21, The shipping combination proposes that Southampton wilt ultimately be the chief centre, abandoning Liverpool except in regard to freight traffic. Tho capitalisation of the combine is thirty million sterling. The annual saving, it ie estimated, will be three millions.
