NATIONAL CABLES.

The inteii-department commitfeo reports that a cable touching only British or friendly neutral territory ought to connect every important colony or naval base of the British Empire. Thereafter many alternative cables were possible to be established along commercial routes. It recommends free trade in cables, exception being admissable only on national grounds.
