Liberals and Socialists in Belgium complain that the proportional representation conceded at last elections have been conferred upon clericals in a disproportionate number of seats. Further rioting has occurred at Namur. The police were severely mauled.' The police and gendarmes used their swords and bayonets. Many arrests were made. The police at Brussels in the recent outbreak fired one thousand cartridges. The schools are being utilised as barracks. The strike is very general. International agents are urging French miners to strike in sympathy. Stockholm, April 15.

Swedish Socialists have decided in favor of a general strike in support of universal suffrage.
