Lieut.-Colonel Messenger, who at present commands the Permanent Militia in Wellington, will be appointed to tho command of the whole colony, under, of courso, the Commandant, and all recruits for both branches of tho sorvico arc to bo enlisted by him. It is stated that Mr McPherson, formerly chief engineer of the Shaw-SaviJJ Company’s liner Waiwcra, has been appointed engineer of the subminer Jessie Seddon. . -
