Russia in August last seized a quarter of a million pounds worth of salt at Tangku, belonging to private owners. An attempt to sell it failed, owing to the threat of Yuangshika, Viceroy of Chili, to punish Chinese who should buy it. M. Lessar offered to restore the salt without compensation if China would promise not to employ any foreigners in its northern navy or its administration. Prince Ching agreed to this. It is expected that Yurngshikai will refuse to ratify the agrement.
