MELBOURNE. March I.—ln the House of Representatives Mr Barton, in reply to a question, stated that negotiations were proceeding between the British and French Governments in reference to creating a tribunal to deal with the question of land giants in the New Hebrides. The Federal Government he said were also negotiating with Messrs Burns, Philp, anb Co. in reference to the substituting of white for colored labor on the mail steamers between the New Hebrides and Australia. lie hoped to announce in a few days that Messrs Burns, Philp and Co. would he prepared to throw open the huge areas they held in the New Hebrides to settlers on advantageous terms. Such a scheme might induce settlement' to act, as a counterfoil to the French settlement.
