Lord Rosebery’s decision to remain outside Sir H. Campbeii-Bannerman’s political tabernacle has staggered the Liberals, amongst whom there is. great conflict of views. The extreme Radicals and Nationalists are jubilant. The former declare that Rosebery had quitted tho party, whilst Roseberyites reply that he quitted the Bannermamtes.
