New Plymouth Harbor.

f (By Telegraph—Press Association.) | New Plymouth, last night. In connection with the ironsand in- | dustry the Hon. Mr Cadman has submitted the following proposals to the ; Chairman of the Harbor Board for completion of the breakwater and increasing the wharf accommodation ;—l. Liability to levy rates on land within the present harbor rating district to be abolished. 2. Proposed company to take over present harbor liability. 3. Company to assume control of the harbor, wharves, breakwater, plant, works, endowments, and revenue of every description for fiftysix years. 4. Government, Harbor Board or other local authority then to have power to resume possession at valuation, o. Maximum charge for harbor due and port charges to be fixed by mutual arrangement, leaving it to the company" to reduce same if they consider it advisable. 6. All harbor works plant, etc., to be valued when taken over by the company, and the whole of the works, plant,etc., to be again valued at the expiry of fifty-six (56) years, the company to be paid the difference by the body empowered to resume possession; the company to remain; in undisputed possession until they have received the amount due. 7. Work to be commenced within (blank) months from date of agreement. 8. The engineer in charge of the works to be appointed by the Company, Harbor Board, and Government before the works are proceeded with, the Harbor Board to promote legislation necessary, to give effect to any agreement arrived at. In a covering letter, Mr Cadman reiterates the opinion that theBoard is the proper authority to carry out. the improvements.
