A student named Lau, who was employed as a “ subject ” by a hypnotist of Koenigsberg, Dr Welttaanu, in lectures to medical students, has gone raving mad. Therefore hypnotism and suggestion have been forbidden by the authorities as dangerous to the public health, and Dr Weltmann has been forbidden to use subjects in his lectures. Berlin, Dec. 21. In the four commercial universities at Aachen, Cologne, Leipsio and Frankfort-on-the-Main the German Government has determined to provide a special course for young men intending to enter the diplomatic, especially tlio consular, service. Instruction will be given on legal and commercial questions arising out of international intercourse, and special attention will bo directed to American methods of doing business, especially methods of extending trade in China and Japan. It is no longer exceptional fora pushing German manufacturer or merchant to send his son to an American commercial city to study American business customs. Several largo firms in this city, in Liepsic, Hamburg and Frankfort have their eyes fixed on the United States as their model, and are represented in America by youthful members of the firm, who after a year or two return to the fatherland ardent advocates of American push and thoroughness.

The cxcluviseness of German Ministers of State is becoming a thing of the past. They begin to feel the breach of the new ago, In former years a Minister’s family kept aloof from all the world except a small coterie. The sons were educated severely alone for the service of the state,
their daughters were brought up with rigor to be heads of great houses. The lists for the new winter session at
the Berlin University show that a daughter of Count von Posadowski, the imperial Minister of the Interior, has entered in
the philosophical school; another, a daughter of another Minister, is studying church history; a Bavarian Minister’s daughter is fitting herself to be a schoolmistress, and a daughter of one of his colleagues is training for midwifery. In Wurtemburg two nieces of one of the Ministers ore giving kindergarten lessons, while his daughter designs fashion-plates. London, Dec. 21.
The Earl of Rosebery seemingly has retired into his shell again. Ail efforts to draw him into further public engagements have failed. He says bis next appearance will be in the Houso of Lords. He keeps aloof from both the anti-war and the imperialist sections of the Liberal party, and each claims him as in the main the exponent of its particular views. The Ministerialists view the prospect (f his continued activity with keen apprehension, as they consider him the only Liberal who can win the country from its allegiance to the jingo government. Mr Chamberlain says privately that Lord Rosebery is not to be counted with as a serious influence in public life. Don’t trouble about Rosebery; he will end up by becoming President of the Pmg Pong Association,” is ths sarcastic observation attributed to the Colonial secretary, On the other band Rosebery is reported to have bitingly declared: “ Chamberlain is merely a tradesman speculating in reaction.” I
