It is semi-officially stated in Berlin that on Sir Julian Pauneefote’s initiative, the Ambassadors at Washington, on April 14, 1898, recommended a collective noto being sent disapproving of America’s intervention in Cuba.

A Reuter’s despatch assorts that the North German Gazette semi-officially attributed the irritation in Government circles to America’s scepticism concerning the recent statement.

It is believed in political circles in Berlin that Sir Julian Pauncefote took some such step, although in nowise acting against America’s interest. Other advices indicate that the stop was take- 1 with President McKinley’s assent, in order to test the feeling of the Powers.
