He declared that Sir Alfred Milner and 's Mr Chamberlain were the principal obe etacles in the way of peace. Referring to s Lord Rosebery’s recent speech, ho declared that there was no difference beo tween his views and those of Lord Rosei bery in regard to the future settlement in - South Africa. He rejoiced at the return i ofLord Rosebery to public life. i Lord Rosebery’s name was frequently hooted, while tho names of Lloyd George aud Miss Emily Ilobhouse were received • with an ovation. i The Times, commenting on Sir H. C. : Bannerman s speech before the Liberal ■ Federation, says it accentuated tho paralysis of tho Liberals. Considering his pro-Boer attitude, his overtures to Lord Rosebery are insulting.
